International signings, week 2.

Frankly, NQ II is off to a slow start on the International signings. Good news for people waiting to see the draft board before going after anybody, bad news for the guy who will be doing a lot of writing when the big flurry of International signings comes in.

One huge signing was made: Cleveland signed SS (3B, 2B?) Frank Li, Bruce's brother I believe. signed for 17 million, he projects, by my Advance scouting budget, which could be off, as a solid 1st round draft pick equivalent. Mytitan pretty much blew the prospect budget on him, but by definition it would be pretty hard to get better than a 1st round pick type player.

Atlanta inked reliever Sherman Bukvich. For 1.6 million, he looks like a pretty good deal for the $$$.

Toledo continued to sign Major League Marginal, Minor League good, players with strong upside.
Hector James, relief pitcher, for 3.0 million, Andres Lopez, starting pitcher, for 4.3 million, and Magglio Padilla, relief pitcher, for 3.7 million. given ++ coaching and training, any of these guys could really do well in long-term improvement. I especially like the James signing- any pitcher projecting 100 health, 3 good pitches, and Control and Velocity both projecting better than 85 (possibly much better than 85, budgets and projections differ) is a pitcher with great upside potential, as long as his VL\VR splits are anything at all. I rate this one as really good signing for the money.
